Certificate of Qualification for Employment (就労資格証明書 Shuro-shikaku-shoumei-sho) is effective certificate for those who obtain visa status and are wishing to change job in Japan. This is to certify the type of job you are allowed to engage in under current visa status or to confirm whether you are allowed to engage in the work which the potential employer offers you at their company.

This certificate is not always necessary to obtain when work visa holders change or look for their job. However, there would be some merit to have it since you can prove that you are allowed to engage in the work the employer offers. Especially, it would be effective when you change your job to the different field/types of job allowed under your current visa status.

Should you note that you have to apply for Change of Visa Status when you wish to change your job which is not allowed to engage in under your current visa status.

(A) Merit for those who obtain work visa and look for a job

  • [in case you obtain the certificate to look for the job in the same field as the previous job] You can certify you are allowed to engage in the work which the potential employer offers.
  • [in case you wish to change your job to the different field/types of job allowed under your current visa status] You can confirm that you can engage in the work at the potential employer under your current visa status, and it would prevent you from being denied at the time of next visa renewal after hiring you.

(B) Merit for the employer who is willing to hire you for the job

  • [in case you obtain the certificate to look for the job in the same field as the previous job] Employer can confirm whether they can hire you for the job.
  • [in case you wish to change your job to the different field/types of job allowed under your current visa status] Employer can confirm whether there is no problem to hire you for the job in the different field from your previous job, and it would prevent you from being denied at the time of next visa renewal after hiring you.

NOTE: You don’t need to apply for this certificate in some cases

You need to take different process without applying for this Certificate when your case would be applicable to 1 or 2 below

  1. In case that you wish to change your job to other type of job which is not allowed under your current visa status -> You must apply for Change of Visa Status.
  2. In case that 6 months or less is remaining until the date of expiry of your current visa status -> You must apply for Visa Renewal (Extension of Period of Stay).

The best timing to apply for this certificate would be different depending on the case.

In case that you would like to look for a job within the same field of your current job; you can apply for this certificate based on your current job before quitting. In this case, you will get the certificate stating your current visa status, your visa sponsor (company name) and type of job you are engaging in. Therefore, you can use this certificate to prove you can engage in the job stated i the certificate when you look for a new job. Generally, you don’t need any supplemental documents and you can receive it at the Immigration Office on the same day you apply for.

In case that you would like to look for a different types of job within the limitation of your current visa status; you need to apply for it based on your new job at the employer-to-be. The application requires the information/documents of the new employer and almost the same documents as an application for Change of Visa Status. Therefore, you need to apply for this certificate after you get a job offer from the new company. Duration of the screening would be like 1 – 3 months after submitting the application.

BASIC REQUIRED DOCUMENTS

(A) In case you need the certificate based on your current job type

  1. Application form
  2. Portrait Photo (H 4cm x W 3cm)
  3. Permission for other activities (Shikakugai-katsudou-kyoka) if any
  4. Passport and Residence Card

(B) In case you need the certificate based on different job type at the new employer

  1. Application form
  2. Portrait Photo (H 4cm x W 3cm)
  3. Permission for other activities (Shikakugai-katsudou-kyoka) if any
  4. Passport and Residence Card
  5. Withholding Tax Slip/Statement (Gensen-Choshu-Hyo) issued by your previous employer
  6. Resignation Certificate (Release Letter) issued by your previous employer
  7. Documents regarding your new employer
    • Certificate of Company Register
    • Financial Statement (in case of newly established company; 1-year Business Plan)
    • Company Overview and/or Leaflet
  8. Either one of the following documents showing your job duties, period of work, position and salary after employment;
    • Employment Agreement or Contract
    • Letter of Appointment
    • Notice of Employment or Notice of Terms and Conditions for Employment
    • Documents related to above

GENERAL PROCESSING PERIOD

The period during screening after submission of the application.

  • In case you need the certificate based on your current job type; on the same day of application.
  • In case you need the certificate based on different job type at the new employer; 1 – 3 months.

IMMIGRATION TAX

1,200 yen.
In case you hire the professional to process the application, fees and actual expenses will be charged.
